AC air isn't pumped in, unless there is a specific amount of fresh air pumped in due to occupancy codes during design. AC doesn't ordinarily introduce air, it exchanges heat from the air inside to the air outside through a machine, an AC doesn't exchange air, it exchanges heat. It would be too expensive to cool incoming air to cool the rooms.
To cut costs, you either introduce outside air in an intake to send the hot air out and exhaust, or you use AC to cool the air that remains inside.
In the situation of a tanning bed, the customers expect to be a bit warm so moving air alone MIGHT be sufficient, though it could make staff that stays in there uncomfortable on hot days.
You might consider one air conditioned reception room and separate ventilated tanning rooms.
