A License To Plumb?

Is a license required to do home plumbing, such as in moving your kitchen to a different part of your home...also, this is off topic, but, is a person responsible for problems that arise in home that they just sold to another home-owner? Thanks.

Most states, counties and municipalities will allow a homeowner to do any plumbing work in the house he lives in. However, building permits will be required so that all work is accomplished according to their code.

On the second part- Some states do have "lemon laws" for such problems. You need to contact the proper authorities in Maine to determine these legalities.
