Attic Insulation

I live in CT in a house that was built in 1969 with limited attic insulation. I am not sure what the insulation material is (does not feel like fiberglass). What is there is in poor condition and does not reach the top of the 2x4 rafters in places.

Does it make more sense to remove the existing insulation and lay down new thicker insulation or some how build up the low points and then place additional insulation on top?

I do not have eave vents so how careful should I be about fitting the insulation between the rafters?

I have been told that the R value I should put in for the region I live in is 49. I have not seen any product with an R-value that high. How does one get that value or is it over-kill?
