Attic Rafter Baffles for blown in insulation

I have a older home with a low 4/12 pitch roof. It has soffit vents placed every 6 feet and the previous owner in the 70's had about 4 inches blown in over the exiting roll insulation. But in doing so, they skipped blowing out to the soffit where the vents are, but in the place with no vents its blown all the way against the roof plywood. I want to add more blown insulation and plan to place those foam baffles between the rafters. My question is...should the baffles be added between every rafter and the existing blown-in pulled out where ever its blown all the way into the soffit area?

Ridge Vent

I am not a roofing expert, but I always thought you use the baffles in combination with a ridge vent.
