BASEMENT FLOOR POURED IN RAIN

I NEED SOME HELP. I HIRED A CONTRACTOR TO BUILD MY HOME. YESTERDAY HE POURED THE BASEMENT AND THE SHINGLES WHERE NOT ON THE ROOF. MOTHER NATURE CAME AND POURED ON IT SHORTLY AFTER.
NOW I HAVE 1INCH DEEP SINK HOLES SCATTERED ALL OVER THE FLOOR.
MY CONTRACTOR TELLS ME THAT IT IS FIXABLE WITH A SKIM COAT. IT WOULD BE BONDABLE BECUASE THE CEMENT IS NEW AND WE WOULD HAVE NO PROBLEMS.
WHAT IS ANYONE'S ADVICE ON THIS? WILL IT BE OK? SHOULD I ACCEPT THIS? ANY OTHER METHOD TO SUGGEST? ATTACHED IS PICTURE.

Sorry to post this so late.

Concrete has a certain cure time and I do not think just because it is new means it will bond better. If anything I would think the opposite since the old concrete is still curing, it would not accept a top coat.

I would let the floor cure, then give it a nice coat of epoxy. Talk to the guys at GoldenLook in Euless, TX. The can steer you in the proper direction.
