Bahama shutters are generally exterior shutters that hinge at the top of the window and prop out from the bottom. Bahama typically use fixed louvers with a vertical sub-stile so they can cover the full window. I am unable to find a site that gives instructions to build bahama shutters, but you may want to just look for instructions to build fixed louver wood exterior shutters.
A search for plantation style shutters may prove worthless. Plantation style shutters ( as show at http://www.shutterland.com/plantation-shutters.asp) generally are built as interior shutters, are hinged to the side, and use movable louvers.
