Some people like warm air so they have air conditioning some of the year and tolerable conditions the rest. Otherwise, they would get baseboard with separate air conditioning so they are very comfortable in the cold weather. Baseboard with a separate air conditioning system is more expensive, so people cut corners with warm air ducted systems.

The downside is that two separate systems cost more because they are better. Some people do not like the look of baseboard, so they buy Runtl steel radiators, European wall radiators, or radiant floor heat for a better look. It is a matter of taste and comfort demand. In all aspects, hot water heat is the better investment. Radiant heat is installed more often in your area now, so installers may not be as familiar with baseboard heat as in the New England states.
