On second thought I don't recomment using an air compressor.
And SPECIALLY WOULD NOT RECOMMENT USING ANY CHEMICALS. MANY TOO MANY WAYS FOR IT TO GO WRONG.
And I doubt that on PVC you have an signficiant mineral buildup.
You have good flow at the hose spigot.
Use that to back flush the system.
Go to cold water faucet closes to the line connection (as the problem affects the whole house) and disconnect the riser from the stop valve to the fixture.
Connect the hose there. You will need a hand full of plumbing parts to go from one to the other.
