Carpeting over painted floor in basement

Two years ago I painted my basement floor with an oil based paint/sealer for concrete. My house was newly constructed and the basement floor was probably poured five months before I painted it. I did not apply any acid to the floor before I painted it. The problem with the painted floor is that whenever the weather becomes humid the paint becomes very sticky and it will come off on your shoes.

Now I would like to finish our basement and have carpet installed. I am concerned about any possible environmental conditions (ie. mold, fungus) that could be created by simply carpetting over the painted floor. I would like to know if it is necessary to strip the paint off the basement floor before carpetting.

I would greatly appreciate any advice from someone who has expertise in this area.

If you are going to use glue down carpet you will need to strip the floor first. If the paint is coming off on your feet it will break the bond of the carpet adhesive.

Mold is also a definite problem if moisture is present under the carpet. The moisture problem must be addressed prior to carpeting.
