Assuming that you're using sonotubes, wetting the inside of the tube isn't a bad idea, but don't soak it. Just spray it lightly. Don't build a puddle in the bottom of the hole. Your anchor bolts should be installed as soon as the concrete is poured and the tube is full. I your anchor bolts are 'L' shaped, then screed the concrete flush with the top of the tube and insert the anchor bolt to the proper depth. It's best to have the bolt installed temporarily in a scrap piece of board and held with washer and nut at the proper position and depth so that the board will sit on top of the tube and hold the bolt in position until the concrete sets. Concrete will set-up over-night and be fairly hard. But you don't want to fiddle with the bolts or start installing lumber until the 7th day. Concrete will reach 90% of its ultimate strength in 7 days. So wait until the next weekend. Concrete will be as hard as it's ever going to get at 30 days.
