What you are seeing is called "effloresence".

Effloresence is caused when water travels thru porous masonry products, first dissolving, then redepositing, minerals contained on the inside of the masonry on the outside.

Effloresence will NOT "eat thru" your concrete.

Effloresence can easily be stopped by eliminating any water intrusion into your basement.
