Cockeyed closet flange

The closet flange on my cement slab floor is so cockeyed that I cannot fit the toilet in perpandicular to the wall. The flange won't turn. What can I do?

Any plumbing hardware outlet will sell you a closet flange adapter to eliminate the problem if the upside is not too high....
