Condensation inside basement wall

I have a 24' x 32' Chalet style home in the mountains. It is built on a sloping lot and the one 32' side is a 2"x6" framed, walk-out wall. The other 3 walls are 12" block. Block walls are not insulted, and framed wall is insulated with fiberglass bats, some paper faced and some non faced. I have an electric garage heater on to keep it at 60 deg. I have noticed condensation on the OSB behind the insulation on the framed wall. What do I need to do to correct this, as I want to put drywall on the inside of the wall? Plastic Vapor Barrier behind drywall perhaps???
