Dealing with old particleboard

I rent an apartment that had old and peeling peel'n stick tiles in the kitchen that also has a sliding glass door with a condensation problem. I bought new tiles but when i ripped up the old ones I found warped, water damaged particleboard. I know the best solution is to replace it with good plywood, but I was lucky to get the landlord to credit me for the tiles, I doubt he'll go for a new subfloor. What are my options for preparing the particleboard for the peel'n stick tiles. Also how do I prvent more water damage from condensation fron the door?
