This deck was framed about 10 years or so ago and the rim joists (outside corners) are pulling apart and warping away from the nailed corner and showing several wood stress fractures. They didn't use lag bolts on this deck, so the question is: how do we get the wood back to the corner position after it's been warped out of line ( about 1 1/2")? We thought about using lag bolts,wetting the wood and gradually tightening the bolts. Any thoughts, guys?

Soaking the wood will certainly work, but how often will you need to do this? A possible reversal of the wood may eliminate the problem forever- maybe not. A total replacement may eventually be your only recourse.

The problem originates usually from cost. Most people gravitate to the cheapest price around without any regard to the quality of the species that they are purchasing. There is a reason that wood manufacturers stamp each piece with a grade marking (not from the kindness of their heart). This is especially true with structural members- not all 2x8's support the same weight............
