Dropped ceiling dilemma

I have a question. We have a small office about 12x10 and it has a dropped ceiling which the previous tenant has placed above it a floor, so the 2x4's sit directly on top of the ceiling and framework, so of course we cannot remove the panels or flourescent lighting panels. The acoustic panels are old, stained and out dated, so short of just destroying them to get them out, we are at our wits end to figuring out how to hide all of this stuff. There is no clearance to tilt the panels and replace them, if we remove them they have to be broken out.
Can I use Tin panels be cut to fit the existing frame work or can they be glued onto the old frame work over the acoustic panels.
Thanks for any brainstorm ideas.
