Question for anyone out there...

The water out of my kitchen faucet started getting a film type substance. I took apart the faucet and noticed a speckeled white bacteria type substance in the shaft. My question is, is this normal? Is this what faucet grime is?

I have been a home owner for 10 years and replaced a few faucets, this is the first I have seen of this..

Any advice or thoughts would be appreciated.
