Is it ok to have a new roof put on before you have pier and beam foundation work done?

The pier and beam foundation under ANY structure it is supporting should be completed before a load is applied. If the load (including the weight of the structure itself) is apllied before the foundation supporting it is finished the probability that the structure will sag or even fail is greatly increased.
