As long as you have a rasonably air-tight ceiling, don't worry too much about a vapor barrier. You can always paint one on.

There are foam products such as Icenene that are both vapor barrier & insulation, but again vapor barrier is a relatively minor issue. You need to be more concerned with air tightness.
