Garage Foundation?

Garage foundation

IM adding an attached two car garage too -- to a house with a basement. The existing garage has a block foundation, at least four cement blocks deep.

Im trying to find out if I can just dig a trench -- eight inches wide, and four feet deep - and pour a straight wall down in the ground, sticking out about a six inches. The drawings I see usually have a 16 inch wide base, below frost line, with eight inch blocks on top of that. Id like to avoid the work and expense of that 16 inch base, and the the excavating that would take. Do you, or anyone, know if I can just pour the wall as described, and forget the base?
