Gutter pitch

I am going to need to pull off the gutters when I redo my roof as it needs new drip edge all around. In addition, the fools who installed the gutters did so in such a way that they spill over, even though the down spouts are huge. I think out of all the gutters, only two drain properly. When I look at them, it appears they angle up slightly just before the downspout. They installed gutter caps to keep leaves out, but the water flows right off them in some places and misses the gutter.

One other chronic area I found is where the roof lines dont meet. An addition was put on, and the roof is about 6" higher than the existing roof, and water and junk from the valley collected there and rotted it out. What can I do to prevent that once I repair it.
