Help with building steps with pavers

I've been searching for information on how to do this on the internet and in home improvement stores for days with no luck. We need to build steps going down from our sliders to the paver patio we're going to build but I can't find any info on how to do this the right way. It is 30" from the house floor to the ground where we need the steps. I want to use the paver blocks as the top of the steps to tie the steps with the patio. What do we use for the foundation or "guts" of the steps? Here is what we were thinking but are not sure this is the right way to do it. Use regular cement blocks (vague description I know) to outline the steps and then fill in with crushed concrete and pack down. Use a thinner flat block on the top for which to glue the pavers to. Doing the same thing for each step. Someone please help me here. Any and all details of how to do this the right way that will last is greatly appreciated!
