Hole in foundation, is it supposed to be there?

Right above the sump pump there is a small hole in our basement foundation. It is small but you could probably get a pencil in there. During a rain storm we get a constant stream of water flowing from the outside of this house straight into the sump pump through this hole. Due to its location it almost looks purposeful. Should it be patched Or could it be a method to relive pressure elsewhere. We live in a high water table area and our pump runs during almost any rain storm. Even if it was purposeful I am worried about gradual deterioration where that water is coming in. Any advice would be greatly appreciated!
