Hot Water Heater

Sr. apt. bldg. is only 4 years old.
When I moved in almost 3 yrs ago, no one had ever lived in the apt. From the beginning I had the problem that when taking a shower the water would turn cold on me. Talked to the maintenance man who just gave me a long look. Contacted manufacturer. They suggested to hire a licensed plumber the management company refused to do (in order to save money).
Thermostats have only three (3) settings: A, B, C. They are set on B. At times the water will be scalding hot, kitchen and bathroom sinks, but not the shower. What's the problem??

if it's a single handle it could be the limit on the shower valve is out too far not allowing enough hot to be mixed with the cold.

put in another request and tell him what i said.

p.s. others are scalding hot? that's not right either but i've never heard complaints of water being too hot but there are codes.
