My fairly small, end-unit townhouse has an enormous difference in temperature. The floor of the attic is well insulated. I have HVAC service twice a year, which is supposed to include adjusting "baffles." (I confess ignorance here and realize the solution could be this.) I've tried partially closing the floor vents on the ground level, thinking more cold air would be forced upstairs.

I recently installed a 52" ceiling fan at the top of the staircase, hoping it would help. Regardless of how it turns, it doesn't do the trick.

I think you have a natural convection problem with the design of your house.
Heat always rises. do you have upstaires bathrooms with stuck vent fan boots causing covection . Is there a noticable draft at the top of the stair? LOTS OF POSSIBILITIES
