How do I remove wallpaper that has been painted over

I live in an old house and it appears they have painted over wallpaper because it looks like it is starting to buckle underneath. I have this throughout the house. When you rub your hand over it, it is not raised however when you look at under good light, you can see that something is there and it looks very tacky. I'm pretty certain they painted over it numerous times. What is a simple, cheap way to remove the wallpaper underneath the paint so that I can paint again and it look nice on a "flat surface"? Does that Wallwic product work? If so, can I get it at Home Depot or do I have to order over the internet?

a can of gas and a book of matches does not cost much and is simple to use.

However the rebuilding cost might be high.

but that is the only simple and cheap way that I know of to remove painted WP.

actually that is not true, the tools don't cost much and the work is simple. JUST TEDIOUS AND HARD.

I did a google on wallwic and will I have not sued it I doubt that it is magic.

Paper scorers and soaking solutions are common and available at any hardware, paint, or home horror store.

there is some logic to using the sheets to help hold in the moisture, but I doubt that it is magic.

I have done maybe 20 different removals including a couple that where painted.

each one is different.

and plan on doing a lot of drywall repairs after you get the WP off.
