Cold air blows in around some of the electrical outlets on my outside walls. I've put those foam insulators behind the face plate, but I can still feel cold air blowing in the holes in the actual outlet (unless there's something plugged into it). Is there anything else I can do to stop the cold air from coming in the outlets? Thanks.

The simplest thing to do is to buy a package of those plastic "fillers" that are used to keep children from putting stuff in the holes and getting shocked.
Another option is to try to fill the holes that the electrician drilled when running the wiring. If you have a crawl space, they are probably accessible there. Otherwise, try the attic.
All this assumes that your outside walls do in fact have insulation. If they don't, then you have a bigger problem.
