Insulating around electrical outlet on outside wall

Hello,

Cold air blows in around some of the electrical outlets on my outside walls. I've put those foam insulators behind the face plate, but I can still feel cold air blowing in the holes in the actual outlet (unless there's something plugged into it). Is there anything else I can do to stop the cold air from coming in the outlets? Thanks.
