Kitchen Faucet

Replacing kitchen faucet. The shut off valve does not work. If I shut off the water going into the hot water tank will that allow me to switch faucets? (apt. dwelling)
And since it has been awhile since I have replaced one, do I use putty if it comes with a plastic gasket to go between the faucet and sink?
