Latex paint over stain

I have a wooden sign with raised letters. The background has been stained and I want to paint over that with latex paint. It would be hard to apply primer. Can I just paint over it if I sand it a little?

Is the stain a solid or semi-transparent?

paint over stain

It appears to be a solid stain although in spots I can see the wood behind it. I'd say it's a solid stain.
