Maytag Performa Dryer

My dryer is about 4-5 years old. Recently it has stopped turning. I have looked in it and the heating elements still heat, but nothing else goes. The belt is still in contact and the drum turns like it should when I turn it by hand. Please help me out.

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number. If you post it we can look it up to see what appliance design you're dealing with.

It shouldn't!! The element should NOT heat without the motor running as a safety precaution. Doing so would be a very big fire hazard!

The timer doesn't advance either?

Is there a drum light and if so, is it working?

What is and isn't working

The heating elements heat, or should I say one of them is still working, the timer still ticks, the belt is not broke, and the motor is not working.

There is only a single heater element in most dryers... including yours. It consists of a single coiled wire, frame, insulators and wiring connections. Power goes in one of its wire connections and out the other. If only part of it is heating and/or heating when OFF, the element is likely shorted to ground if not physically broken causing the short. The element likely needs a proper inspection and possible replacement.

* Disconnect power from the dryer until it can be serviced. It is a major fire hazard if any of the element coil is getting warm or hot while not in operation! *

The element staying on even when the dryer is off may have blown the dryer's thermal fuse (see the following link) preventing further operation.
