You don't know if the situation you are in is from not having enough water flow through the fins you have due to air bubbles or a clog, or closed valve, or if there really aren't enough fins. It is very rare that an installer won't put enough fin in the room based on a heat estimate need. It is more likely they will throw in the same lengths to buy.

As a check, do the heat estimate to know how many feet you need.

Yes, you really have to find out the MAKE and MODEL to get good answers. There IS more than one machine made.
