Need advice re-painting an amusement ride

Hello All;
I have an amusement ride that I need to repaint. It has two problems - the paint is looking really dull from age and being exposed to the elemnts and there is some rust on it. I really don't know much about painting things so I came here for advice. I don't have any experience using this forum but I hope the Forum will let you click on the image to enlarge it. The top image is of the whole unit, and the bottom image shows an example of one of the rusing areas. I am looking for general advice on preparing the surfaces for painting, and then for suggestions of the type of paint I should use. I have been told that spray paint is best but then how do I protect the other different colored parts from overspray ? Also, what is the quickest way to fix the rusting areas ? Would you recommend a dremel tool with sanding wheel or a more powerful and larger power tool, or just hand sanding or just a wire brush ? Thanks to anyone who can provide useful advice. Tim
