Options for restoring bad hardwood floors

We recently ripped up carpeting to reveal what were once beautiful hardwood floors (parkay, in-lay, etc.) However, there are horrible cat urine stains, paint, etc. and two refinishers have refused to do the work. We think the floors are salvagable and we expect that they won't be perfect. We don't want to give up! Laying new hardwood is out of our budget, laying carpet will not do...HELP!!

Cleaning the floor with either TSP or a compound like Odormute might clean up the smell...if it doesn't, you are in trouble. If it does, get the paint off with a paint stripper and then you will have to sand the floor and reseal,
