PAINTING KITCHEN CUPBOARDS

We are trying to repaint kitchen cupboards.
The cupboards are currently a dark brownish-red stain (or paint ) (not sure) but does have a like coating. We are not sure about the preperation. We know we have to take them off but do we sand them do we wash them with a good solution (such as T.S.P) or both?? We know we have to do a coat of primer
Is the primer basically to prevent bleeding of the under paint or does it help with the adherense of the new paint. and will the sanding prevent adherense to the new paint.
I've worked with wood before, and have always sanded but that was mainly for staining. so to repaint is sanding necessary??
Basic step by step instructions and any tips would be GREATLY APPRECIATED.
