PGT Casement Windows

We are building a new home and we have transom windows in some of our rooms. We feel the window installer has installed the windows backwards. The screws that hold the window in are on the outside of the house. With the window installed that way, the window ledge is also on the outside. The builder called the supplier and they said the contractor installed them correctly for that brand window. Could someone tell me if that is correct for PGT windows or am I right? All other brand windows are installed with the screws and ledge on the inside of the house.

Worried about rust on the screws and water sitting on the ledge.
