Painting a Garage Floor

Our builder did a botched up job on the concrete for our garage floor. He decided to paint over it to hide the flaws. Now the paint is peeling in places and looks terrible. I have tried every kind of paint remover I can find. Is there anyone who knows how to remove this paint. I think it is epoxy paint. I even tried pressure washing with a strong system, but it was taking the first layer of concrete with it so I stopped. I need help!

I would check around and see if you can find a company that has a mechanical strpper to remove the paint as that would be very good way to go. The machine is along the line of a floor sander but is made for this type of situation.
