Pier and beam foundation

My husband and I are having a house built. The piers were set. The next day my husband went out there and the piers on the sidewalls were inset by 1 ft on each side. Don't the piers need to be directly under the side walls in order to support the weight of the roof and walls of the house? It is a half loft with cathedral ceiling in the front half of the house. They told him that they always build them like that, but I don't see how the wooden beams wouldn't bow downward from the weight of the roof. Isn't an inspector supposed to come out and approve this before they start building any further? I would appreciate any help with this. Thank you.
