Pier and beam unlevel

We are building a cabin on pier and beam foundation, `16' by 24'. We poured the piers in sono tubes and returned a week later to see that the cement in the tubes was lower than when we poured them, I guess some water evaporated. What I need to know is how to correct the problem? Can I use shims to level or not and what kind should I use if I can use them? Please help!!

You can use a pressure treated wood shim or non-shrink grout to level you piers.
