I am not that familar with plumbing details in a mobile home, although I owned one about 35 years ago.

What was the pressure that the city measured?

Just how are the connection to the city made? Step by step how does the water flow?

And this will vary dependent on the climate, but you have a meter, in a pit? And after the meter there is a main shut off? And if you shut tht off then the outside spiggot does not work?

The line is then t'd to feed the spiggot and the home?

Is there another shutoff to the home?

Is there a pressure regulator in the system? Filter? Watersoftener?

Is the problem with low flow (and not pressure) common to ALL faucetts both hot and cold?

Have you removed the aerator and check the screw for dirt? You kitchen and basin faucets will have one. A shower head does not have one, but still has a restriction that can be come clogged. But a bath filler does not.
