REMOVAL OF BASEBOARD HEATER

I WOULD LIKE TO REMOVE A BASEBOARD HEATER WITHOUT REPLACING IT, IS THIS SAFE?

If it is electric baseboard, you turn off the electricity, remove the baseboard, wire-nut and tape the wires, place a box cover over the connection box and don't cover it over, it is considered safe.

If it is hot water baseboard, you remove the system pressure, cut the baseboard out, replace with a connecting pipe in a series or cap the tubes if in a 2-pipe, re-pressurize and purge air from the system, it is considered safe.
