The recall was for an improved Blade Guard Assembly, it shields the blade more for your safety. You also get a complete new Table Top with the kit. The saw was manufactured by Emerson Tool Co. They may be able help you with the motor. I would take a good size screwdriver by the bit and would rap the motor with the handle. It would start. After having to use this procedure for 10 15 times to start the saw it did not act up again. good luck, Walt
