Removing interior "stucco"

The house we have moved into has one room with a wall treatment I believe was popular in the 70s. I understand it is created by applying a plaster/mud type compound with a trowel than pulling the trowel away from the wall creating "peaks". Like meringue on a pie. It looks pretty on the pie but not so great on the walls! How do I remove it? It has been painted. Thanks!

Texture ceiling

Most likly it is DW compound.

No easy fix.

You can laminate another layer of DW.

Or remove the ceiling and replace the DW.

You can sand it, but not realy get it smooth.

What I would do is sand enough to get down the peaks. Then skim coat it.
