Removing interior "stucco"

The house we have moved into has one room with a wall treatment I believe was popular in the 70s. I understand it is created by applying a plaster/mud type compound with a trowel than pulling the trowel away from the wall creating "peaks". Like meringue on a pie. It looks pretty on the pie but not so great on the walls! How do I remove it? It has been painted. Thanks!
