How do I remove nuts and bolts that have been rusted together. I have an old bench outside with non-rusting iron frames at each side and old rotting boards for the sitting part of the bench that I want to replace. The screws and bolts holding the wood onto the two side frames have been rusted together. I intend to get rid of those bolts so I can remove each board completely and screw in a new board one at a time.

I've done the same thing that you have in mind. The best way to start is to use the ole WD40 or 3in1 oil. Even Liquid Wrench. Along with that you'll need a pair of pliers and a ratchet wrench to apply opposing torque. After soaking the nuts and bolts let it sit for some time. It might even take a day or two. Be patient. If they don't move within a day soak them some more, eventually they may give. If you have a man handy, use his muscle (hehe), if not, keep at it.
If that doesn't do it, then just cut the rotted wood. Once the nuts and bolts are free of the wood they'll be a little easier to manipulate. If you still can't loosen them, then cut them out. When replacing them, make sure you get galvanized. They don't rust as bad.

Thanks for the advice. I got most of the nuts loose with liquid wrench. The only two that I didn't succeed getting off that way I got off with a bolt cutter after breaking the boards off. No man's help was needed. (Hehe)
