Repairing Risers

We hired a contractor to replace railing/spindles/threads and risers. He did a wonderful job EXCEPt he forgot to do the risers. He then placed a double edged taped veneer right onto the old unpainted risers. It looks okay but we had wanted to painted the risers. I am afraid that the veneer will not hold up as he did not use any nails or contact cement to hold the veneer in place. I would like him to take down the veneer and now put 1/4 inch board that we can paint. He is resistant to do this. Is there a problem putting a riser replacement above a tread? Any other suggestions?
