The amount of heating or cooling is determined by doing a heat estimate. The air flow to satisfy that heat estimate of each room is provided by knowing the amount of air required by that heat estimate. The duct sizes to deliver the required air is found from that information.
Show where in your paragraph the amount of air required to deliver the required heating or cooling and the duct sizes to deliver that. None can tell without that information whether any statement is correct. There isn't any indication in your paragraphs where either advisor has a clue.
