Need advice re-painting an amusement ride

You want to remove the rust before you paint and that can be done with a dril and a wire brush. The areas that are not rusted will need to be hand sanded and cleaned to remove dirt and grease. The rusted areas once they have been prepared will need to be primed with an oil based metal primer and the topcoat should be an oil based enamel. The paint can be applied with a brush an roller which will give you more control over the paint as spray paint will get all over in my opinion. If you go to your local paint store they will be able to help you out with getting the best paint product to use.
