Rusted nuts

What is the best way to remove a rusted nut? Particularly one that's in a tight spot. I've tried everything I can think of. I've already broken a few bolts on other nuts and don't want to break any more. Any advice would be greatly appreciated.

A few weeks ago I ran into this problem removing a spray pump off a cooling tower.If WD-40® or liquid wrench® don't work and the bolts are snapping,then the bolts aren't worth saving IMOP.I must have saved myself an hour just by snapping the bolts instead of waiting for rust to dissolve.
