Shingles under fascia

When siding a house with Shingles (either Cedar or Hardishingle), where the shingles meet the eaves and rakes, is the trim (frieze boards) always applied over the upper most course of shingles or can the shingles be applied up to the trim? This question really boils down to timing and whether the framers can apply the trim and get done with their part prior to the siding which I was planning to do once they are gone. I know with lap siding the trim goes on first. My experience has been that shingles are applied first in this case but I wanted to see if there are any other options.
